NNPC SET TO SACK 1,100 STAFFS.

The Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, yesterday, stated that he had received the Presidency’s approval to commence the final phase of the restructuring of the Nigerian National Petroleum Corporation (NNPC), which would see the Corporation unbundled into four components, while about 1,100 of NNPC headquarters’ staff would be disengaged.

He also stated that the country no longer has the resources to fund its oil and gas industry, and it is, therefore, considering and developing new models of financing for the industry in the days ahead.

Kachikwu, who spoke at a town-hall meeting in Abuja, yesterday, disclosed that in January 2016, the final decision on the fate of the country’s refineries would likely be made.

He also stated that arrangements have been concluded to adopt a price modulation mechanism that would see the corporation setting a price ceiling of between N87 and N97 per litre for Premium Motor Spirit, PMS, also known as petrol.

Kachikwu, who doubles as the Group Managing Director of NNPC said, “Financing is going to be a key component of our goal because new models of financing would have to emerge. The country does not have the sort of resources to continue to fund the oil industry.

As we go upstream, we are going to begin to see a lot of innovative financing mechanism to provide funding for the oil industry.”

“My dream, if I achieve it, is that by the end of 2016, we would completely exit cash calls and be able to find our funds one way to help support our business and get a lot more autonomy in terms of running the industry and report, basically, profit to the Federal Government.”

On the unbundling process, Kachikwu said the NNPC would be broken into four key components, namely: the upstream company, downstream company, the midstream company, which is gas and power marketing, and the refining group holding company.

According to him, one of the major restructuring efforts would be in making the headquarters operations cost effective, hence, about more than half of its 2,200 core headquarters staff would be whittled down, with a lot of the affected staff assigned to the subsidiaries to help make the units more efficient and profitable.

Kachikwu said, come January 2016, strategic decisions would be made in terms of what areas of the country’s refineries would be closed to allow for full re-kitting before reopening them for operations while it would also be considering the best-operating model for the refineries.

“Ultimately, technical support, technical services, and technical joint venturing would also be models we would be looking at and reviewing in terms of the refineries.

The whole idea is to find the funds, find the right skills that you need, support the skills that you have and try to give out, real-time, above 90 per cent consistent performance in refining.”

On the issue of fuel subsidy removal and subsequent hike in the price of PMS (Petrol), Kachikwu stated that, “One thing we are very committed to next year, is to reduce the level of Federal Government subsidy, if any, to the industry, so that the industry can grow on its own strength.

We can do that without the mechanism of saying subsidy is being removed or whatever but have a benchmark approach to setting prices.

We are going to see a lot more quarterly type analysis of what prices would go for the downstream industry, relative to the price of crude oil,” he stated.

“The report that fuel is going to sell for 97 was not a correct. I did not say refined products will sell for N97. I said that between a band of N87 and N97 per litre, we are going to be looking at prices. Today, the prices are largely close to N87, so there might be no need to change prices,” he added.

The minister also disclosed that the Federal Government was considering allocating a number of marginal oil fields to the Nigerian Petroleum Development Company (NPDC), if it performs creditably, so as to help it increase its crude oil reserves base.

He also disclosed that a much more focused audit would be conducted on the operations and activities of the NPDC, to ascertain its asset base and also determine whether it is increasing or depleting its reserves.

Speaking on NNPC’s financials, he said: “Most of the management accounts up to 2014 are fairly finished; we are now looking at external audits. Audits were last done in 2010.

We have brought the management accounts up to current; the external audits are ongoing; the 2012 to 2014 audits we expect would be done by March next year, which would bring us likely current.”

According to Kachikwu, the focus of the Federal Government is to get the NNPC back to profitability to ensure the sustenance of the company, while it is also targeting an increase of Nigeria crude oil production to 2.4 million per day in 2016.

9 FOREIGNERS SENTENCED TO 20YRS IMPRISONMENT FOR STEALING NIGERIA'S CRUDE OIL.

Five (5) Filipinos and (4) Bangladeshis accused of stealing Nigeria’s crude were sentenced by the Federal High Court in Lagos on Tuesday to 20 years imprisonment each, with fine options of N20m per person. The Judge also ordered their vessel, MT Asteri, to be forfeited to the Nigerian Government, together with the crude oil on board.

Finding them guilty, Justice Buba described the convicts as numbering among the saboteurs who have turned Nigeria into the laughing stock in the comity of Nations, warning that people must begin to respect Nigeria and its laws.
He sentenced each convict to five years on each of the four counts, with an option of five million Naira fine on each of them. While the sentences are to run concurrently, the option of five is not.
They all pleaded not guilty to all the charges against them, following which defence counsel Femi Adegbite applied for their bail, which was not opposed by the prosecution.

Prosecuting Counsel Rotimi Oyedepo called seven witnesses and tendered many exhibits to prove his case, while the suspects testified for themselves in the rigorous trial.
The EFCC had alleged that on or about March 27, 2015 in Lagos the convicts conspired to commit an offence involving dealing in 3423.097metric tons of crude oil without lawful authority or appropriate license, contrary to Section 1(19)(6) of the Miscellaneous Offence Act, Cap M17.

It was also alleged that the suspect on the same day and time stored 3,423. 097 metric tons of crude oil in MT Asteris’ cargo tanks, and thereby committed an offence contrary to Section 4 of the Petroleum Act of the Federation of Nigeria 2004.

The convicted Philippine nationals are:

Axel Joseph Gibo Jabone, Juanito Camireno Infantado, Suarin Fernado Alave, Gatila Jaypee Gadayan and Rolando Jose Commendador; while the Bangladesh nationals are Md Zahirul Islam, Islam Shahinul, Islam Rafiqul and Shaikn Shibli Nomany.

PRESIDENT OBAMA APPOINTS A NIGERIAN, ADEWALE ADEYEMO, AS DEPUTY NATIONAL SECURITY ADVISER.

President Barack Obama has tapped Adewale “Wally” Adeyemo, who served in top roles at the Treasury Department, to succeed Caroline Atkinson as his deputy national security adviser for international economic affairs. Mr. Adeyemo, 34, joined the White House’s National Economic Council as deputy director this fall from the Treasury, where he served most recently as the deputy chief of staff to Secretary Jacob Lew. He was the Treasury’s lead negotiator on the currency agreement that was part of the Pacific trade deal. Mr. Adeyemo also worked on Treasury’s response to crises in Ukraine and Greece and in 2010 was one of the first officials charged with standing up the Consumer Financial Protection Bureau.
In a statement, Mr. Obama thanked Ms. Atkinson for her service and said he was grateful that Mr. Adeyemo would carry on her work. Mr. Adeyemo had been nominated by Mr. Obama to serve as assistant Treasury secretary for international markets and development, but a White House official said Mr. Adeyemo had asked the president to withdraw the nomination given his new role.
Mr. Lew said that Mr. Adeyemo had “developed a network of international relationships in economic offices around the world to promote U.S. interests effectively.”
Former Treasury Secretary Tim Geithner said Mr. Adeyemo, who joined the administration in 2009, was a “natural diplomat with a great feel for policy.”
The position has served as a springboard to even higher profile international finance posts. Michael Froman, who is currently the U.S. trade representative, held the post under both Mr. Obama and President Bill Clinton. Federal Reserve governor Lael Brainard, who previously served as a senior Treasury official in the Obama administration, held the post in the Clinton administration

BILL COSBY SUES SEVEN OF HIS SEX ASSAULT ACCUSERS.

Bill Cosby has struck back against some of the dozens of women who’ve accused him of sexual assault. The world famous comedian countersued seven women who'd sued him for defamation, saying they actually defamed him. By saying he sexually assaulted them, the women hurt his reputation so much that plans for a new family comedy on NBC were derailed, the counterclaim said.

Cosby is seeking unspecified damages and public retractions from the seven women: Tamara Green, Therese Serignese, Linda Traitz, Louisa Moritz, Barbara Bowman, Joan Tarshis and Angela Leslie.

Cosby also denied he had sexually assaulted any of the seven women. He has not been charged with any crime.
Besides defamation, the women are also being sued for tortious interference and intentional infliction of emotional distress.
Tortious interference, Jackson said, is "a fancy way of saying so many bad things have happened to me -- I've been taken off TV, I've lost honorary degrees -- it's all your fault and I want damages as a result."

The women made "malicious, opportunistic, and false and defamatory accusations of sexual misconduct against" Cosby, his lawyer Monique Pressley said in a statement. They made the accusations to hurt Cosby's reputation and to obtain financial gain, Pressley said.

"Mr. Cosby is an Emmy Award winner, a 1998 Kennedy Center Honors recipient, and in 2002 Mr. Cosby was awarded the Presidential Medal of Freedom," the counterclaim says.

The counterclaim said the seven women made accusations after he signed a contract in early 2014 for a new family comedy with NBC. He also expected to sign a contract with Netflix. Those projects were killed or delayed, the counterclaim says.

Cosby's lawyers or representative denied the accusations in the media. For instance, the counterclaim says lawyer Martin Singer responded on November 21, 2014, to Serignese's accusations by saying the "unsubstantiated, fantastical stories about things they [the women] say occurred 30, 40 or even 50 years ago have escalated far past the point of absurdity."

More than 40 women have come forward to publicly accuse Cosby, 78, of assaulting them over four decades, often saying he supplied them with drugs.

Seven of the women sued Cosby for defamation. That resulted in Cosby's counterclaim.
The accusations have taken a toll on Cosby's reputation as a product spokesman, standup comedian and television star.

Cosby lost another honorary degree on Monday. The Boston University board of trustees voted to revoke the honorary doctor of humane letters degree conferred on Cosby in May 2014.
"The board's decision was based on a determination, supported by Mr. Cosby's sworn deposition testimony, that his treatment of women has brought significant and lasting discredit upon himself and is inconsistent with the University's mission and values," the university said in a statement.

ALLEGED REAL FACE OF JESUS UNCOVERED.

Richard Neave, a medical artist retired from the University of Manchester in England, decided  to shed light on the appearance of Jesus with the help of Israeli archeologists.

In order to create an accurate portrait of Jesus, Neave and his research team’s first step was to acquire skulls from near Jerusalem, the region where Jesus lived and preached.
With three well-preserved specimens from the time of Jesus in hand, Neave used computerized tomography to create X-ray “slices” of the skulls, thus revealing minute details about each one’s structure.

Special computer programmes then evaluated reams of information about known measurements of the thickness of soft tissue at key areas on human faces. This made it possible to re-create the muscles and skin overlying a representative Semite skull.

This is not Neave’s first discovery as he has ventured into controversial areas before. Over the past two decades, he had reconstructed dozens of famous faces, including Philip II of Macedonia, the father of Alexander the Great, and King Midas of Phrygia.
